Michael Baker is seeking a talented Deputy Program Manager - Design with a specialization in freight rail projects and program management, to help make a difference in our Rail and Transit Practice. This position will directly support Michael Baker's engagement to supply program and construction management services to our freight rail client CSX Transportation as a partner in the public-private partnership with the Commonwealth of Virginia to deliver significant rail enhancement projects for the Transforming Rail in Virginia (TRV) initiative. Our team consists of on-location support in our Alexandria, VA office with technical expertise from other offices. The candidate will report to the Alexandria office .

Under limited supervision, the candidate will assist the Program Manager with owner's representative services including plan development oversight, plan review, schedule development, cost estimating, scope and fee estimates, project reporting, meeting support, project inspection/site-walks and coordinating construction observation services for railroad projects in the Mid-Atlantic region. The ideal candidate is a professional Engineer licensed in Virginia and/or the District of Columbia and will be based in Northern Virginia.

Responsibilities include:
  • Assist the Program Manager in managing the Transforming Rail program management, design and construction management contract in support of CSX
  • Build intimate familiarity with railroad public projects manuals and policy, AREMA manuals and Class I design manuals and standards
  • Represents Michael Baker International at meetings, presentations, and public hearings relative to assigned projects either on site or virtually with public agency and railroad representatives as required
  • Supervises the design and ongoing progress of multiple projects on the program including the coordination of the project with Class I, passenger rail and other agencies
  • Coordination with all complimentary disciplines (roadway, drainage, structural traffic, public involvement and environmental), technical preparation and supervision of roadway and planning design tasks, perform plan quality reviews and participate in value engineering studies
  • Reviews construction submittals for conformance with approved contract plans and railroad policies
  • Reviews plans, prepares or reviews technical specifications, contract documents and estimates
  • Assist with maintaining necessary program documents including schedule and budget information
  • Ability to develop scope and fee estimates
  • Collect, compile, and analyze project files
  • Organize and maintain file system and files correspondence and other records for inclusion in reports or presentation materials and memorialization.
  • Provide detailed weekly and on demand project reporting
  • Obtain all required railroad safety certifications and trainings and support safety initiatives
  • Other duties as assigned.

Occasional to moderate local/regional travel will be required.

PROFESSIONAL REQUIREMENTS
  • Bachelor's Degree in Civil/Railroad Engineering or equivalent
  • Minimum of 8+ years of demonstrated experience on various types of rail or transit projects
  • PE license in Virginia and District of Columbia or ability to obtain quickly required; NCEES record a plus
  • Project experience with Class I Railroads and familiarity with AREMA standards desired
  • Familiarity with MUTCD, AASHTO and state department of transportation specific design manuals
  • Civil design experience for Virginia, District of Columbia agencies desired
  • Ability to travel to other office and job site locations in the region
  • Basic construction inspection experience desired
  • Demonstrated experience with track engineering or civil engineering related to track engineering projects and development of multidiscipline plan deliverables
  • Experience reviewing construction plans and specifications
  • Experience in working on multiple projects concurrently, managing project deadlines and on-time submittals
  • Possess client management skills and ability to enhance and develop solid client relationships
  • Ability to work independently as well as within a multidisciplinary team
  • Excellent written, verbal and interpersonal skills and problem-solving ability
  • Strong work ethic and integrity


COMPENSATION
The approximate compensation range for this position is $107,921 to $148,409. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
