Position Overview:

Edgesource is seeking a Deputy Program Manager - Sector Risk Management Agencies (SRMA) to oversee contract efforts in support of the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) Stakeholder Engagement Division (SED). This position can support a hybrid work schedule with 2-3 days being performed remotely and with onsite duties being conducted at the client site located in Arlington, VA.

DHS CISA SED - SRMA includes program and project management, program and project planning support, operations and administration support as required by the government program office.

CISA is the operational lead for federal cybersecurity and the national coordinator for critical infrastructure security and resilience, designed for collaboration and partnership. The SED leads CISA's national and international voluntary partnerships and engagements while serving as the agency's hub for the shared stakeholder information that unifies CISA's approach to whole-of-nation operational collaboration and information sharing. Securing our nation's cyber and physical infrastructure is a shared responsibility that puts persistent stakeholder engagement and collaboration at the heart of SED's mission to lead the national effort to understand, manage, and reduce risk to our cyber and physical infrastructure.

Job Duties:

Assume accountability for the supervision and successful completion of all tasks specified in the SOW.
Demonstrate proficiency in contract cost forecasting at the level of this contract and respond to the Contracting Officer's Representative (COR) inquiries regarding contract cost estimation, variances, burn rates, and related financial matters.
Conduct comprehensive analysis, evaluation, and offer recommendations for enhancing, optimizing, developing, or maintaining efforts related to client-specific or mission-critical challenges and issues.
Collaborate with clients to define needs and problems, supervise studies, and lead surveys for data collection and analysis to provide advice and recommend solutions.
Lead teams in a fast-paced environment involving private sector stakeholders, demonstrating the ability to effectively work with stakeholders from critical infrastructure communities.

Required Qualifications:

Must possess an active Top Secret security clearance with Sensitive Compartmented Information Eligibility (TS/SCI).
Master's degree and 10+ years of relevant management experience OR a Bachelor's degree and 14+ years of relevant management experience.
Hands-on experience managing projects relating to private and public sector information sharing, including the development and implementation of process engineering methodologies and Capability Maturity Models.
Proficiency in contract cost forecasting and financial oversight.
Strategic thinking and technical guidance abilities.
Strong analytical skills and the capability to recommend effective solutions.

Desired Qualifications (NOT REQUIRED):

DHS CISA specific program management experience.
PMP or other relevant certifications.
