What You Will Do:
The ideal candidate will enjoy a face-paced, collaborative environment and be a member of a team who provides the Navy Deputy Chief Information Officer-Navy (DDCIO-N) located within the Chief of Naval Operations Directorate for Information Warfare (OPNAV N2N6) to assist in Cyber, Cybersecurity, and Information Technology requirements management. He/She will provide support services to the Department of the Navy (DON) in the area of programmatic and financial data analysis including the use of analytics tools and applicable DON and Department of Defense (DoD) financial databases. Support includes the review and analysis of Congressional, Office of Management and Budget (OMB), DoD and DON programming and budget guidance and direction. This person will provide assistance to government personnel in the development of planning, programming budgeting actions. Specific support follows: Provide support to Action Officers (AO) and staff with respect to the overall financial Planning, Programming, Budgeting and Execution (PPBE) effort by maintaining awareness and understanding of schedules and paying careful attention to changes in the Program Objective Memorandum (POM) based on current guidance and serials. Support Navy Cybersecurity Division AOs and staff by attending meetings, and assisting with resolution of actions, POM issue development, requirements generation, interoperability and/or Fleet requirements. Coordinate and track program issue titles, required funding adjustments and associated impact statements / justification. Use the Resource Allocation Planning System (RAPS) and Planning Budget Information System (PBIS) to remain familiar with the financial structure of Navy Cybersecurity Division programs and investments. Support assessment and recommendations of program alignment. Provide technical and administrative support to N2N6 by timely and accurately reporting Navy Cybersecurity Division programming and financial data to the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (OSD CAPE) via Select & Native Programming (SNaP). What You Will Need:
An ACTIVE and CURRENT SECRET federal security clearance Bachelor's degree from an accredited college or university, preferably in one of the following fields: Computer Sciences, Cybersecurity, Information Technology Management, Data Science, or Operations Research Knowledge of Capital Planning and Investment Control, cyber threats and vulnerabilities, or cybersecurity principal What Would Be Nice To Have:
Seven to ten years of experience with the CISSP domain - or - with Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems General knowledge and experience with OPNAV Resource Sponsor responsibilities, preferably within the Navy Information Warfare Community Knowledge of Navy financial management systems such as PBIS, RAPS, Capital Planning and Investment Control; and the Department of Defense PPBE Process
