Title:
Acquisition Analyst KBR is seeking an Acquisition Analyst with a basic understanding of Department of Defense (DoD) acquisition and program management procedures and policies, and a basic understanding of Counter-Small Unmanned Aircraft Systems (C-sUAS) technologies to support the DoD's Joint Counter-small Unmanned Aircraft Systems Office (JCO). Analyst will directly support the Acquisition Branch Chief within the JCO Acquisition and Technology Division. Analyst will apply acquisition expertise to the planning, programming, budgeting, and execution (PPBE) of JCO-funded C-sUAS research, development, test, and evaluation (RDT&E) activities. Analyst will apply program management expertise in twice yearly program management reviews of active JCO-funded, Service-led C-sUAS RDT&E projects and in annual reviews and approvals of new Service C-sUAS RDT&E project proposals. Analyst will coordinate as directed with JCO stakeholders in the Office of the Secretary of Defense, the Joint Staff, the Services, and other DoD and U.S. Government organizations. Duties will include: Working closely with JCO military and civilian leads and execute their guidance. Maintaining situational awareness of and following applicable JCO and DoD acquisition and program management procedures and policies.
Maintaining situational awareness of current and developing UAS threats and C-sUAS solutions.
Providing daily project management coordination for JCO-funded RDT&E efforts.
Planning and executing twice a year program management reviews of active JCO-funded and Service-led C-sUAS RDT&E projects.
Coordinating corrective actions for underperforming projects and approval of change recommendations in project funding for current projects.
Planning and executing annual reviews of new Service C-sUAS RDT&E project proposals.
Coordinating approval of recommendations for funding new project proposals.
Coordinating closely with the JCO Resource Management Section and the supporting acquisition organization for accurate and timely reporting of JCO PPBE data, including the submission of R forms in the U.S. Government P&R Forms database.
Supporting JCO PPBE briefings to the supporting acquisition organization, Congressional professional staff members, and others.
Coordinating operational planning teams and working groups with JCO staff and external stakeholders as needed for special subjects/issues.
Coordinating staffing actions and taskers in accordance with JCO and DoD SOPs and policies.
Supporting JCO demonstration events at remote CONUS test centers.
Preparing written products (emails, presentations, info papers, reports, and executive summaries) based on JCO military and civilian lead guidance in accordance with JCO and DoD procedures and policies.
Conducting presentations to JCO leadership and staff and other stakeholders based on JCO military and civilian lead guidance and in accordance with JCO and DoD SOPs and policies.
Representing the JCO in C-sUAS forums based on JCO military and civilian lead guidance.
Displaying oral and written communication skills and proficiency in Microsoft Office products (Excel, Outlook, PowerPoint, Teams, and Word).
Answering requests for information from a variety of key stakeholders, including Congress, OSD, and the Services. Required Qualifications: Bachelor's Degree in a STEM (science, technology, engineering, or mathematics) or business (accounting, auditing, business administration, business analytics, economics, or finance) field, or equivalent experience. Master's Preferred
DAWIA Level II or III Program Management or Contracting, or Project Management Professional certification.
11+ years of related work experience.
