Interaction will cross all Navy organizations and echelons, and include interaction with the other services, Joint Staff, and OSD. Location: Pentagon, Arlington, VA
Duties and Responsibilities:
• Support strategic direction of OPNAV N2N6 programs by assisting N2N6 in implementing an integrated analytic plan to support investments in future Navy Information Warfare capabilities and technologies.
• Support strategic direction of OPNAV N2N6 programs by assisting N2N6 in implementing an integrated Science & Technology (S&T) plan to support investments in future Navy Information Warfare capabilities and technologies.
• Monitor the Fleet's Information Warfare priorities and develop analytic and S&T approaches and priorities based on current N2N6 leadership direction.
• Assist N2N6 with supporting gap analysis, capability integration and requirements development for future information warfare capabilities.
• Draft capability gap analyses, assessments of N2N6 program integration and strategic alignment, and create written output with detailed findings.
• Assist N2N6 government personnel with the analysis of current IW capabilities to determine gaps and propose methods (studies, exercise, experiments, war game, or modeling and simulation) to mitigate the gaps.
• Effectively communicate the status of IW analytic and S&T initiatives to potential stake holders.
• Assess and report on the strategic implications and impact of collected metrics, issues of interest, and studies / working group results in support of N2N6 development of IW capability investment decisions.
• Aid in pre-briefing and preparation of working group members for meetings, plan meetings tasked for assessments lead, and attend proceedings in support of assessment processes.
• Review information technology technical writing such as Capability Development Documents (CDDs), Future Naval Assessments (FNA), and Force Structure Assessments (FSAs) while performing data collection and coordination with requirements support / other offices.
• Provide strategy support, data synthesis, and cross-study correlation to assist N2N6 in developing POM investment strategies.
• Assist government personnel in finding areas of collaboration with other government and military entities.
• Track and understand S&T initiatives as possible avenues to overcome capability gaps.
• Attend S&T meetings, record and share meeting details,
• Assist in the management of two programs that enable research and studies for N2N6. The Naval Research Program (NRP) studies are conducted through the Navy Post Graduate School and the Navy Annual Studies Process (NASP) studies are conducted by FFRDCs (Federally Funded Research and Development Centers) (i.e. CNA, Mitre) or an educational institution (i.e.Johns Hopkins, Penn State.)
• Support N2N6 sponsors with creating Statements of Work (SOWs), provider selection, and supporting areas of interoperability and future requirements for information warfare. Skills and Abilities: • Excellent verbal and written communication skills.
• Must be highly proficient in the development of high-level briefings, preparing and/or relaying information to high-level DoD, Joint Staff, USG/interagency, Foreign Partner or Congressional personnel
• Excellent project management skills. Proven ability to perform multiple tasks under strict deadlines.
• Ability to demonstrate good judgment/decision making skills and to take initiative.
• Detail orientated with strong ability to anticipate needs and problems and act accordingly.
• Excellent organizational and time management skills.
Education and Experience:
• 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.2-6 years of related Department of Defense professional experience required. Experience with OPNAV and FMS communities preferred.
• Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
