Cyntel Technologies is currently seeking a Collection Coordinator in support of a program at Camp H.M. Smith, Hawaii Clearance: Must have an active Top-Secret security clearance, with SCI eligibility later during employment NOTE: Relocation is not available for this opportunity. Responsibilities:
You will provide research, planning, collection, and analysis support to the U.S. Indo-Pacific Command (USINDOPACOM) Integrated Joint Fires Center (IJFC) at Camp H.M. Smith, Hawaii.
USINDOPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USINDOPACOM Area of Operations; Concept Plans (CONPLANs); and Operational Plans (OPLANS) to ensure the Combatant Commander is postured to rapidly respond to these types of contingencies.
The Collection Coordinator will provide intel expertise in the planning of: • Manned and Unmanned Aerial Platform Operations • Kinetic and non-kinetic Attacks. • Specialized Military Information Support Operations
• Mitigation of Risk to Mission and Risk to Force; and Integration requirements of other service components, allies, and partner nations within the Joint Coalition Fires enterprise to achieve maximum Joint effects against selected targets. Additionally, the Collection Coordinator will maintain a real-time understanding of ISR requirements that include: • Sensor Capabilities and Limitations. • Platform Capabilities and Limitations. • Access-Basing-Overflight Restrictions. • Weather. • Satellite Constellations. • Special Access Programs (SAP). • Classification requirements; and Processing, Exploitation, and Dissemination (PED) Assets and Capabilities. Specific Duties Include:
• Build the Intelligence, Surveillance and Reconnaissance (ISR) Collection Plan to meet CDRUSINDOPACOM All-Domain Integrated Joint Fires Center (IJFC) requirements.
• Provide the framework to prioritize ISR collection against priority, opportunity, and high-value dynamic targets.
• Manage Priority Intelligence Requirements (PIR) in support of all-domain targeting plans and force protection to achieve joint effects throughout the Indo-Pacific AOR.
• Coordinate with subordinate joint forces, sub-unified commands, service components, and functional components to ensure contingency and crisis plans provide flexible Joint ISR options throughout the AOR. • Manage ISR collection support to theater integrated fires planning, to include attack coordination, target identification, and maneuver of ISR assets in the execution of integrated joint fires operations.
• Develop ISR collection options for the National Command Authority during crisis action planning. • Facilitate integrated Joint fires planning and operations of USINDOPACOM subordinate commands by coordinating the approval of ISR requests and by advocating for intelligence support from other combatant commands, the Intelligence Community, and the National Command Authority. • Provide technical advice and administrative guidance regarding policies, procedures, and problem resolution for ISR activities. Minimum Requirements:
• Bachelor's Degree from an accredited college or university • At least 10 years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations. • At least 3 years of experience working in military plans. • At least 3 years of experience in a senior military staff office (Service HQ, Combatant Command, OSD, JS) • Knowledge of the Indo-Asia-Pacific region • Experience conducting research on a range of topics and functional areas. • Experience in operational and/or strategic levels of DoD planning and/or execution. • Excellent oral and written communication skills • Proficient at authoring analytical and/or policy documents • Proficient in Microsoft Office applications (Word, Excel, PowerPoint) Preferred Qualifications:
• Master's Degree from an accredited college or university, and graduate from a military command and staff college
• 10 or more years of experience in military plans
• 5 years' experience working in the USINDOPACOM AOR Preferred Knowledge and Skills:
• Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA) • Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests. • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP) • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval. • Communicate effectively verbally and in writing to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.
