Work Schedule: HYBRID - 2 days onsite and 3 days of telework/week We are looking for a Cost Analyst SR Specialist, to support our Army government customer at Ft. Belvoir, VA. We are seeking a highly motivated and seasoned Cost Analyst to support PEO EIS Army programs. This individual will serve as a cost analyst responsible for creating, developing analyzing and evaluating costs, policies, regulations and procedures relative to the life-cycle development, acquisition, deployment, and operation of a complex Program Office and related systems in concert with other Agencies, Department of Defense (DoD) Services, DoD Support Agencies and Department of the Army (DA). The incumbent will serve as a functional analyst in performing cost analysis work. Work will include mastery of integrated cost analysis and cost estimating, for life cycle cost estimate development, procurement and operations as it relates to Research, Development, Test, and Evaluation (RDTE), Procurement (OPA), and Operations and Sustainment (OMA) funding consistent with DoD Financial laws, regulations and guidance. Incumbent will possess intimate knowledge of, develop and recommend changes to estimates and policy/guidance independently while prioritizing and analyzing projects to assure funding and accomplishment of the mission. The incumbent will Integrate information from various automated financial management systems (General Fund Enterprise Business System (GFEBS), POM data submissions, and Contract and Program Execution resources and other Program Information for the development of cost and budget information for the POM and beyond routinely exceeding a billion dollars. Duties: • Review and validate Life Cycle Cost Estimates (LCCEs) and Program Office Estimates (POEs) to support PEO EIS program office economic analysis efforts
• Develop sound analytical methodologies for formulating cost models and provide insight into the most effective and efficient cost recommendations
• Review and validate program office cost documents to support comparative analysis including Economic Analyses, Cost Benefit Analyses, Business Case Analyses, Affordability Analyses, Sufficiency Reviews, and Analyses of Alternatives
• Evaluate, monitor, and ensure compliance with laws, regulations, policies, standards, and/or procedures related to cost estimating. Interpret Economic Analysis (EA) guidance and prepare EA policy for PEO EIS program office implementation
• Conduct economic analysis for major Army Enterprise Business Systems using the economic viability tool (EV)
• Review, analyze, identify courses of action, and validate the cost estimates required to support program office Milestone Decision documentation
• Advise on the application of analytical techniques in the collection of data and the development of cost models always weighing cost against performance • Review, analyze and validate independent government cost estimates (IGCEs) developed by PEO EIS PMOs
• Prepare, review and evaluate the cost section(s) of the Acquisition Program Baseline (APB) • Review and provide feedback on assigned Cost Analysis Requirements Descriptions (CARDs). Relate those requirements to a cost position
• Brief and defend cost estimate results to senior leadership while participating in higher headquarters cost models and estimating review • Present and defend clear and concise oral and written cost analysis presentations while participating in integrated process teams (IPTs)
• Advice on the design of cost estimating methodologies and mathematical models required to calculate and evaluate variables, as well as develop stand alone cost estimates and rough orders of magnitude on assigned EIS programs
• Review and validate claimed financial benefits through Should Cost Initiatives and Better Buying Power (BBP) efficiencies Experience with the following: • Automated Cost Estimating Integrated Tools (ACEIT) • Microsoft Suite (Excel, Word, PowerPoint, Visio) • Microsoft Project 2013 - preferred • General Funds Enterprise Business System (GFEBS) • Enterprise Resource Planning (SAP, Oracle) • Cloud Migration and Sustainment
• PRSM and HRDB familiarity
• Software cost models such as SEER, SLiM, TruEST Required Skills and Experience • A minimum of 8 to 10 years experience working within DoD /Army in the field of Government Cost Analysis • BS Degree in Business or Finance - (MBA optional not a requirement)
• BS in Operations Research/Mathematics related field • Certified Cost Estimator/Analyst (CCEA ) - preferred Required Clearance • Active DoD Secret clearance required EOE M/F/Disability/Vet
