Job Description Mission Technologies, a division of Huntington Ingalls Industries, is looking for a qualified individual to fill the role of an Engineer Planning Analyst 3 to support US Naval Forces Europe-Africa. The ideal candidate is someone willing to relocate or who already resides in Naples, Italy. The Engineer Planning Analyst will support the planning, design, execution, analysis, and reporting/product delivery of deliberate and contingency planning documents in Navy, Joint, and/or Coalition environments. Essential Job Responsibilities Perform planning and analysis at the theater, operational, and/or tactical levels to support theater warfighting including but not limited to theater campaign plans, maritime support plans, operations plans (OPLANS), nested plans and other supporting documents and orders including but not limited to theater campaign orders (TCO) Operations Orders (OPORDs)
Translate strategic-level guidance into operational and tactical-level tasking via development of appropriate mission statements, objectives, effects, tasks, and measures to achieve mission success
Develop schedules; plans of actions and milestones (POA&M); creation of products for planning, coordination, collaboration, or presentation; and other duties as assigned
Provide analysis in support of planning in the USEUCOM and USAFRICOM areas of responsibility (AOR). Analyze appropriate staff, personnel, and command and control (C2) requirements and capabilities to enable naval operations across the spectrum of conflict
Perform cross-echelon analysis of applicable C2 and organizational constructs for theater stakeholders with focus on operational interfaces with commands including but not limited to Major and Numbered Fleets Commands, Naval Component Commands (NCC); and when designated, Joint Force Maritime Component Commands (JFMCC), and the related assigned and attached forces
Lead team efforts to organize, schedule, collaborate, task & monitor key actions and milestones necessary to execute events of operational planning teams (OPTs), Cross functional Teams (CFTs) , the COMNAVEUR - COMNAVAF / COMSIXTHFLT MOC process in support of staff planning efforts
Lead efforts to develop, implement, and synchronize planning elements of COMNAVEUR - COMNAVAF / COMSIXTHFLT Task Forces in operational and exercise environments. Support may include but is not limited to analysis, revision, and or/development of warning orders (WARNORDS), planning orders (PLANORDS), execution orders (EXORDS), and the associated analysis of authorities and permissions required for force employment
Facilitate participation in Exercises, experiments, and other events as necessary to ensure explore, test, revise, and/or iterate planning actions In conjunction with the Staff Judge Advocate, analyze and recommend courses of action as appropriate for C2, establishment of supported-supporting relationships, authorities, and/or rules of engagement. Monitor select functional Component Commander actions to include apportionment of assets, mission priorities, and tasking to subordinate forces
Provide expertise and support on applicable Doctrine, Tactics Techniques and Procedures (TTP), Concept of Operations (CONOPS) or Concept of Employment (CONEMP), and event After Action Reports (AAR)
Perform briefings as required to assist decision-makers with resourcing and allocation decisions Minimum Qualifications Bachelor's degree in a related field; Associate's degree in a related field and four years of specialized experience; or High School diploma and eight years of specialized experience
Formal Planning education/training required such as Maritime Advanced Warfighting School (MAWS),Joint Advanced Warfighting School (JAWS), or Maritime Operational Planners Course (MOPC) Retired O-4 to O-6 Minimum three years' experience on Combatant Command or Service Component Staff
Demonstrable planner experience and subject matter expertise based on one or more assignments as a planner at the operational level of war or above
Active SECRET clearance required
Preferred Requirements Experience planning area of Chemical biological, radiological, and nuclear (CBRN) Work Environment Work environment is a modern office physically located at Building C41, U.S. Naval Support Activity, Naples, Italy. Work is performed indoors while living in a low to medium terrorist threat environment with some potential risks to safety and health hazards related to electronics. Some travel required.
