Naval Sea Systems Command's (NAVSEA) Program Executive Office (PEO) Unmanned and Small Combatants (USC) (PEO-USC) Program Manager Ships 340 (PMS 340) Naval Special Warfare (NSW) manages Department of Defense (DoD) acquisition programs for Naval Special Warfare Command (WARCOM) and the United States Navy (USN). The contractor shall provide subject matter expertise support and programmatic, technical, and administrative assistance (remote, and in person as necessary) within the PMS 340 portfolio of USN NSW service common combat support portfolio (parachutes, CBRND systems, civil engineering and support equipment (CESE), combat rubber raiding craft, Navy surface support craft, tactical communications equipment, and tactical medical equipment), as well as other PMS 340 programs if needs arise. Tasks will be performed remotely with occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the Program Managers Office (PMO). Contractor shall provide subject matter expertise support and program analyst primarily supporting the
Navy Airborne Operations Program (NAOP), but may also support the following Navy expeditionary and special operations combat support systems as required by the Task Lead:
• Provide combat support systems SME functions for personnel designated within the organizations. Offers guidance, direction and instructions to identified personnel.
• Develop combat support systems associated documentation.
• Maintain and manage a repository for all currently required and applicable DoD combat support systems acquisition documentation, templates, and formats for program office efforts.
• Ensure combat support systems equipment is properly tracked and inventoried by applicable project team.
• Perform research, analysis, and forecasting as needed to support the overall service common support mission.
• Facilitate equitable relationships with Naval, other Department of Defense (DoD) organizations, and non-DoD entities in support of (ISO) a comprehensive approach to service common combat support programmatics. • Provide guidance and advice for program office combat support systems efforts to include document development, support planning, trend analysis, program oversight, and program integration.
• Translate and/or distill all combat support systems documentation and configuration data into a digital format for enterprise leadership use.
• Populate combat support systems documentation on appropriate/approved templates with required program information and assist in formatting data into a digital format for enterprise leadership use
• Drafts/reviews acquisitions policies, procedures, processes, and best business practices
• Develops, reviews, and edits acquisition plans, analyses, briefings, and documentation as required to ensure program progression through the acquisition lifecycle and as required by NAVSEA
• Develop new acquisition plans, analyses, briefings, and documentation as required to ensure program progression through the acquisition lifecycle and as required by Naval Sea Systems Command
• Review and edit acquisition documentation, plans, analyses, and briefings associated with multiple Program Manager Office (PMO) efforts
• Exercise independence, responsibility, and keen judgment to plan, organize, and execute Task Lead priorities and work assignments to include exercising a high degree of initiative researching originating DoD doctrine and policy that inform fact-based task outcomes aligned with Navy required capabilities
• Assist Program Managers (PM) and Assistant Program Managers (APM) with combat support acquisition requirements; ensuring support, documentation, and configuration management maintain compliance relative to DoD acquisition requirements.
• Plan, schedule, attend, and lead required meetings in support of (ISO) roles and responsibilities. Take notes as required and provide to the government customer for review and acceptance.
• Attend Program and Project Reviews, Integrated Product Team meetings, design reviews or other meetings as tasked
• Develop and maintain an auditable configuration control process, documenting temporary or permanent changes to program/logistics plans, briefings and documentation configuration. The contractor shall utilize an approved document CM tool to communicate documentation configuration changes to the PM and APMs.
• Provide required projects and personnel cradle-to-grave (total lifecycle) support for a given system, from concept through development, acquisition, operations phases, and final disposition.
• Ensure fielding to units is executed properly allowing for the proper birthing into identified logistics information systems.
• As part of a team, support NAOP In-Service Engineering Agent (ISEA) related work: investigate fleet product quality and system reliability and serviceability concerns; assist with developing testing and engineering assessments, test rigging/set-up, test execution, and data collection; support quality assurance inspections and design evaluations; provide system familiarization and functional application expertise to the Engineering Support Team; research, assess, and draft Safety Assessments and Safety Confirmations; analyze equipment malfunctions and assist with engineering investigations; draft and maintain official NAOP correspondence; participate in Safety Investigation Boards, as needed.
• As part of a team, support NAOP Technical Direction Agent (TDA) related work: develop and manage Technical Data Packages (TDP) for airborne operations systems approved for Navy use.
• Develop and maintain Technical Manuals (TM) and Maintenance Plans (MPs)
• As part of a team, support NAOP Integrated Logistics Support Agent (ILSA) related work; develop and maintain Life Cycle Support Plans (LCSP); develop and maintain the US Navy Airborne Operations Equipment Authorized for Navy Use (ANU) List
• Ensure all statutory and regulatory compliance is met.
• Review and provide comments to taskers. Skills and Qualifications: • US Navy Parachute Rigger (NEC 7353 or 773A) or DoD-Service equivalent (USMC MOS 0451, USA MOS 92R, USAF AFSC 1P0)
• Navy premeditated parachute systems Quality Assurance Inspector
• Federal Aviation Administration (FAA) Senior Parachute Rigger rating
• Military Free Fall Jump Master (MFFJM)
• Ten or more years active engagement with and support to Special Operations Forces and equipment
• Desired Additional Qualifications and Training:
• Helicopter Rope Suspension Techniques (HRST) Master
• US Army Air Assault qualification
• US Army Pathfinder qualification
• Joint Airdrop Inspector (JAI)
• Parachutist Oxygen Systems Maintenance Technician
• FAA Master Parachute Rigger rating
• Military Free Fall (MFF) or Advanced Free Fall (AFF) Instructor
• Military or United States Parachute Association (USPA) Tandem Master
• Mishap Investigator
• Operational Test and Evaluation (OT&E) experience
• Project or program management experience is desired.
• Proficient at Microsoft Word, PowerPoint, Excel, and Outlook. Note: Required years of experience may be cumulative. Clearance:

• Travel is required for this position.
