General Summary:
The Compliance Specialist will maintain an in-depth knowledge of current environmental laws and regulations as they apply to a power plant. The Compliance Specialist will use his or her knowledge to ensure compliance with permits and regulations. The Compliance Specialist will interface with other plant personnel, the corporate office, and regulatory agencies and ensure appropriate notifications are made in the event of non-compliance.

The primary responsibilities of the position will be comprised of air permit programs, water permit programs, safety programs and other administrative duties such as LOTO, OCMS, Emergency Action Plan (EAP), Spill Prevention, Control and Countermeasure (SPCC) and Preparedness, Prevention, and Contingency Plan (PPC) Programs and Redtag Pro. They will also be responsible for industrial hygiene, self-assessments, gas pipeline regulations, solid waste management and program audits.

Essential Job Functions:
Assume responsibilities of the Operations Manager in his or her absence.

Qualified CRO.

Work closely with the Lab Technician to meet discharge water quality standards.

Perform monitoring and analysis for plant emissions and environmental performance.

Ensure waste shipments and water discharge sampling requirements are completed properly, documented, and reported properly and timely.

Environmental compliance as set forth in the site-specific Environmental Manuals.

Provide additional supervisory support to management to enforce safety regulations at all times. Perform duties related to handling hazardous materials and wastes, and spill prevention and control in accordance with applicable regulations. Provide employees with initial orientation and annual classroom training, together with on-the-job-training, to demonstrate understanding of essential information for regulatory compliance and documentation.

Provide annual Emergency Response and Environmental training.

Review work packages as required for safety conformance.

Responsible for performing or overseeing environmental sampling and reporting requirements.

Coordinate site inspections with state, county and federal regulators.

Oversee and ensure compliance with the plant's Air Permit, Safety Program, NPDES Permits, Storm Water Permits, and other various environmental programs.

Manage the site's Hazardous Waste Program.

Develop compliance procedures and checklists.

Create and maintain records and files for the various regulatory agencies as required.

Keep abreast of current and pending regulations by interfacing regularly with the corporate environmental department and through individual study.

Participate in incident investigations and ensure notification of appropriate corporate personnel and regulatory agencies as required.

Deliver presentations to internal and external groups to inform them of various environmental and compliance issues, including compliance training.

Maintain all environmental reporting requirements, safety records, lessons learned, site investigations, and other requirements in the Operations Management Compliance System (OCMS).

Prepare environmental training and conduct training on applicable regulations affecting the plant.

Assist plant operations in the areas of water withdrawal, storm water, waste programs, and industrial hygiene.

Complete other tasks as requested by the Plant Manager or Operations Manager.

Dependable, reliable and predictable attendance is required.

Must possess a valid motor vehicle operator's license.

Requirements

Knowledge, Skill, and Abilities:
This position operates from established and well-known procedures, performing duties under general direction and minimum supervision. Decisions are made within prescribed operating procedures and guidelines. The position encounters recurring work situations of moderate complexity, with occasional variations from the norm.

Thorough knowledge of power plant and/or industrial systems and processes.

Thorough knowledge of applicable air, water, chemical, and safety regulations at the city, county, state and federal levels.

This position must effectively communicate information to supervision and fellow plant personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvements.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer needs are being met.

Education and Experience:
Five years' experience of power or industrial plant experience and training.

Three years of interpretation and application of environmental regulations in the power plant environment.

Thorough knowledge of Environmental Sciences or related field with emphasis on science and technology, normally acquired through college level courses or equivalent experience.
