The mission of the Border Security department is to improve our impact on U.S. Customs and Border Protection (CBP) operations in the areas of border security, law enforcement, and immigration as part of the Center for Securing the Homeland (CSH). Our current work program includes support in the areas of systems engineering, program acquisition and management, sensors and surveillance, communications and networking, digital engineering, and cybersecurity. Roles & Responsibilities: Independently develop surveillance systems engineering models, tools, evaluations, and related products and deliverables that enable more informed acquisition program decisions for remote sensing, surveillance, and analytic systems.
Appropriately apply data modeling techniques and constructs for greatest acquisition impact.
Pursue and implement sensor CBP metadata strategies to enable more efficient multi-sensor intelligence data products.
Evaluate surveillance systems technologies, and performance in deployed operational environments. Identify technical and operational gaps. Propose solutions for transition to the field, prototyping the same if necessary.
Assess advanced data analytic techniques, to include artificial intelligence (AI) and machine learning (ML), applied to both tactical edge and central processing architectures, to identify objects, patterns of interest, and anomalies in surveillance sensor data.
Maintain current applied technical knowledge of surveillance sensor processing capabilities and advancements through a commitment to continuous learning and active engagement.
Effectively communicate knowledge of standard communications interface, protocols and/or profiles specified in video cameras and ground-based radar systems.
Demonstrate knowledge of both hardware and software sensor interface standards, architecture, techniques, limitations, and the ability to derive - and demonstrate - "way ahead" proposals to improve multi-sensor data analyses and fusion.
"Hands on" expectations: support modeling & simulation, rapid lab prototyping, technical benchmarking, and field testing and evaluation of Homeland Security surveillance systems and applications. Basic Qualifications: Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
Basic understanding of surveillance systems, to include radar and/or video-based sensors systems.
Experience communicating standard communications interface, protocols and/or profiles specified in video cameras and ground-based radar systems.
Experience with C++, Python, MATLAB, and/or other modeling and analysis tools.
Experience with basic lab test equipment for measuring hardware, radio frequency (RF), and video signals and software-based messages.
Must possess an active Top Secret clearance.
This position requires a minimum of 50% hybrid on-site presence. Preferred Qualifications: Master's degree in computer science, electrical engineering, artificial intelligence, computer engineering, or a related field.
5+ years of work experience in any of the following:
Applying real-time, advanced analytic techniques to surveillance video in creating an information-space model that parallels the video content.
Sensor data/metadata extraction, transcoding, and exploitation as ultimately applied to command and control (C2) decision making.
Video management systems that exploit sensor metadata and streaming video platforms/servers that optimize bandwidth during the transport stage from source to end user devices.
Multi-sensor (radar and/or video) track generation, management, correlation, and fusion.
Comfortable working autonomously and as a team player.
Proactive and independent.
Thrives in a cooperative team setting.
