R- Description Leidos is looking for an EVMS Analyst, Lead to join our Earned Value Management (EVM) Center of Excellence (COE) team and support a pending IDIQ contract award Army Global Unified Network (AGUN) Enhancement under the Defense Sector. In this role, you will support all aspects of EVM including implementation, program support, training, and surveillance functions through IBRs and continuing through the execution lifecycle. It is important to note that the Leidos EVMS portfolio has programs across many diverse customer environments (e.g., DoD, FAA, Intel, DHS, Healthcare), contracting scenarios (e.g., integrated subKs, formal flowdown, reporting only, EVMS on FFP), and across a range of dollar values with different levels of external and internal understanding and buy-in. The ideal candidate will have various experiences across several of these diverse challenges. Primary Responsibilities: Maintenance of projects in OPDEC IPM (EV tool, Deltek Cobra equivalent), processing baseline change requests (BCRs), generating IPMDAR deliverables, maintaining contract budget baseline (CBB) log, calculating best case/worst case/most likely EACs, completing comprehensive EACs (CEACs), supporting integrated baseline reviews (IBRs), and supporting joint surveillance reviews (JSRs) with DCMA.
Leverage hands-on leadership in the development, maintenance, and/or tracking of Work Breakdown Structures (WBSs) and related dictionaries, the Organizational Breakdown Structure (OBS), Control Accounts, Performance Measurement Baseline (PMB), change management process, work authorization process, material control, cost collection, technical performance, integrated reporting, forecasting Estimates at Completion (EACs), and implementing corrective actions.
Significant interface with Program Managers, Contracts and Senior Technical Personnel, as well as other organizations.
Supports Senior/Principal EVM Analyst in various other ad-hoc reporting requests and activities to further develop the employee's skillset related to EVM. Basic Qualifications: Bachelor's degree and 4-8 years of experience working on EVM programs and the associated team(s).
Prior experience should include program management, EVMS implementations and compliance, scheduling, financial disciplines (pricing, program finance, FP&A, etc.), contract management, and understanding of inter-company functional relationships.
Able to work with a team of individual contributors, program finance analysts (PFAs), schedulers, Control Account Managers (CAMs), Program Managers, and line executives.
US Citizen with the ability to obtain/maintain a Secret Clearance. Contract requirement. Preferred Qualifications: Program Management Professional (PMP) certification
Scheduling Professional (SP) certification
Earned Value Profession (EVP) certification
Intermediate to advanced knowledge of using tools like Microsoft Project, Structured Solutions Inc.(SSI) Tools for Microsoft Project, Deltek Cobra, Deltek CostPoint, OPDEC Integrated Program Manager, and other Scheduling and EVMS tools. Original Posting Date: 2024-06-20
