To learn more about Mission Technologies, click here for a short video: Job Description HII Mission Technologies is seeking a Senior Unexploded Ordnance Supervisor (SUXOS)- is responsible for managing and overseeing all aspects of UXO/ Range Coordination operations and personnel on San Clemente Island. This involves planning, coordinating and liaising with the Range Control Office (RCO), range managers, range schedulers, range users, stakeholders, and local commands. Develop and implement plans and procedures for the range coordination center, range inspections, UXO operations, risk assessments, surveys, and provide technical expertise pertaining to range operations and munitions and explosives of concern (MEC). for the NITE (Navy Integrated Training Environment).Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements. Essential Job Responsibilities Manages site location workforce to achieve Govt directed tasks and/or schedule. Oversees site Operations and Maintenance personnel, both company and subcontractor. Engages with site program functional representatives to coordinate and deconflict operations and systems and site maintenance. Includes start-up, control and shutdown of equipment for efficient, economical and environmental standards. Oversees the maintenance, repair, construction and operation of all assigned systems and supporting infrastructure. Includes responsibility for work control, planning, infrastructure, and facilities support and plant operations. May manage subcontractors. Assists the headquarters in development of strategy and operational level site facilities planning; yearly production work load planning; yearly resource and budget planning; and other managerially requirements as required. Meet the criteria for, and perform the functions of, a UXO-TIII, UXOQCS, and UXOSO.
Ensure compliance with a DoD Military Service- and/or DDESB-approved site Plans.
Plan, coordinate, and supervise all on-site munitions response and operational Range clearance activities.
Supervise up to ten UXO teams.
Plan, Coordinate, Schedule and properly Maintain all UXOT training/ certificates Assist in the development of required plans (e.g., health and safety plans).
Review all field reports (e.g., daily reports, audits) and approve UXO team Reports.
Evaluate the risk of movement of UXO or DMM within an MRS or operational range with the UXOSO, and provide approval for movement by a UXOT when the risk of movement is determined to be acceptable.
Prepare required Unexploded Ordnance (UXO) range maintenance administrative reports. Prepare Standard Operating Procedure (SOP) to conform to Navy and Range Department requirements Inspect, certify, and/or verify Materials Potentially Presenting an Explosive Hazard (MPPEH) as Material Documented as Safe (MDAS) or as Material Documented as an Explosive Hazard (MDEH) for transfer between sites. Supervise Operations utilizing visual and/or detector aided UXO/ MEC surface and subsurface search activities. Configure and monitor common operating picture displays. Coordinate, review, and manage a dynamic training schedule for Navy, Marine Corps, Air Force, Army units, Natural Resources Office (NRO) personnel, and other designated Federal and State agencies. Communicate via radio and telephone to airborne, land and sea-based units as required. Minimum Qualifications 4 years relevant progressive experience with Bachelors in related field OR
2 years relevant progressive experience with Masters in related field OR
High School Diploma or equivalent and 8 years relevant progressive experience.
Graduate of a military EOD School of the United States, Canada, Great Britain, Germany, or Australia.
Graduate of a UXO-TI Course.
Graduate of an OSHA-compliant (Section 1910.120(e)(4) of Title 29, CFR) 8-hour Management and Supervisor Training if supervising other personnel.
Possesses an understanding of applicable explosives safety criteria and experience in the various phases of a munitions response to MEC or the performance of range clearance activities, as appropriate for the operations to be performed.
Must have completed a 10-hour OSHA Construction Safety and Health Training and earned a Department of Labor Construction Safety Course Completion Card.
UXOQCS must have either: a. Successfully completed training as a quality professional (i.e., International Standards Organization 9001 internal auditor, American Society of Quality Certified quality auditor); b. Possess a quality-professional certification by a recognized organization (e.g., U.S. Army the Corps of Engineers and Naval Facility Engineering Command Training Course Construction Quality Management for Contractors; or c. Receive company- and project-specific QC training and work under the supervision of a certified quality professional. In accordance with Department of Defense Explosive Safety Board (DDESB) Technical Paper-18 (TP-18) 24 June 2020, UXOQCS must demonstrate an understanding of QC and QA practices associated with MEC-related activities and managing and processing MPPEH, including documentation of its explosives safety status.
Preferred Requirements Physical Requirements May be required to visit job site in an industrial or shipboard environment.
