DESCRIPTION
Central Coast Community Energy (3CE) is seeking a forward thinking, results-oriented Billing Operations and Rates Analyst to join our team! Apply immediately as this recruitment may close once a sufficient number of applications are received.
About the Position:
Under the direction of the Director of Finance, the Billing Operations and Rates Analyst is responsible for analyzing billing data, identifying discrepancies in external data manager and IOU data and billing operations, implementing process improvements, analyzing rates and tariffs, conducting financial and statistical analyses, and assisting with preparing reports to support regulatory filings and 3CE rates.
The Billing Operations and Rates Analyst will assist in performing analytical, rate-making, and regulatory filing reviews that affect the operations of the organization. The Billing Operations and Rates Analyst will provide support with presentations and will be responsible for tracking projects related to various billing operations, rate, and regulatory filings related to rate setting.

EXAMPLE OF DUTIES
Will assist with day-to-day interface and relationship management with 3CE's data manager, Calpine Energy Solutions, and Investor-owned Utilities (IOUs), Pacific Gas & Electric (PG&E) and Southern California Edison (SCE) analyzing complex billing and system data
Review and validation of billing operations executed on 3CE's behalf by the data manager and the IOUs
Support the internal rate-making processes, including but not limited to developing revenue requirements, cost of service studies, rate designs, and risk-based scenario analysis
Perform detailed rate comparisons and pertinent analysis for customers
Assist with developing models and tools to simulate the impact of different rate scenarios on revenue and customer bills
Assist with updating and maintaining standard operating procedures (SOPs) for billing processes
Assist in internal and external audits by providing necessary data and documentation
Make presentations before regulatory agencies and the public as needed
Performs other related duties and responsibilities as required.
TYPICAL QUALIFICATIONS
Knowledge of:
Principles and practices of utility rate design and rate structures
Billing data reporting and analytics
Accounting principles and cost accounting procedures
Intermediate knowledge and skills in Microsoft Excel
Strong analytical, quantitative and problem-solving skills
Microsoft Office Suite and Adobe Acrobat
Modern office procedures, methods and computer equipment
Ability to:
Research, analyze and interpret complex data; reach conclusions and make recommendations
Define problem areas and evaluate, recommend, and implement alternative solutions to complex issues and problems
Write concise and accurate reports
Be detail oriented and manage multiple projects
Communicate clearly and concisely, both orally and in writing
Work independently
Stay current with industry trends, best practices, and emerging issues related to utility rates and regulation
To work effectively in stressful situations involving tight deadlines.
Deal tactfully and maintain effective working relations with various levels of staff, the public, civic organizations, and representatives from government, industry, media, and other agencies
Promote teamwork, a positive work environment, and collaborative problem solving
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
Education and Experience
Education: Equivalent to a bachelor's degree from an accredited college or university in Finance, Accounting, Statistics, Mathematics, Economics, Business Administration, or a related field.
Experience: Two (2) years of progressively responsible work experience in retail energy or utility finance and billing operations.
Licenses, Certificates, and Special Requirements:
License: Possession of a valid California Class "C" driver's license.
Additional Requirements: This position may involve working nights, weekends, and holidays as needed. Additionally, occasional overnight travel may be required.
Highly Desirable:
Skills in database languages such as SQL, R, Python and other related applications, as well as analytics/business intelligence platforms such as PowerBI and Tableau.

HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO:
Current remote workdays are scheduled on Monday's and Thursday's OR employees may elect to work a 9/80 work schedule with alternating Friday's or Mondays off.
BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.
RETIREMENT- Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
HEALTH INSURANCE- 3CE pays $1600.00 towards employee and family medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.
HEALTH & WELLNESS- 3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.
DEFERRED COMPENSATION- 3CE offers 457 deferred compensations.
PTO- Accrued by tenure. 160 hours cap.
CELL PHONE ALLOWANCE- This position is eligible for a cell phone allowance of $50.00 monthly.
