Job Description & Responsibilities:
Persistent Systems is looking for an experienced, multi-disciplined individual to serve as the Facility Security Officer (FSO) and Facilities & Site Manager who will be responsible for supervising, directing, and implementing security measures in accordance with 32 Code of Federal Regulation Part 117, National Industrial Security Program Operating Manual (NISPOM) and other applicable government security manuals in our Pinehurst, NC office. Additionally, the individual selected for this position will have responsibility for managing facility related requirements as well as general management, COVID regulatory matters, and general compliance questions for the facility. The individual must be self-driven and results oriented, capable of effectively working multiple tasks concurrently across a diverse program landscape. The ability to manage multiple priorities under deadlines is also required. The candidate should possess the ability to recommend, implement and plan process improvements, enhancements, and changes to systems, including management of operating procedures, policies and standards relating to current and emerging technologies as related to general security and facilities management. The individual will also prepare manuals to address regulatory requirements and establish appropriate procedures.
Position Responsibilities
Create, execute, monitor, and update the office security policies, procedures, and practices in compliance with our government security requirements
Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately
Conduct security trainings, briefings, and debriefings in support of the company Security Education Program
Assure proper marking, safeguarding, and transmission of all classified and COMSEC materials
Manage the Access Control System
Administer company PERSEC program and demonstrate advanced knowledge of government database systems (i.e., DISS, NBIS, NISS, etc.)
Maintain all records in compliance with our security manual and COMSEC procedures
Knowledge of Closed Area construction
Primary contact for DCSA vulnerability assessments and correspondence
Responsibility for enforcing company COVID-19 protocols and guidelines, with accountability for enforcing company Drug and Alcohol policy
Maintain a working relationship with all contract security offices to ensure proper paperwork and clearances
Lead security plan process improvements and implementation of security requirements across the site
Oversee daily facility operations
Communicate site facility procedures to all site personnel
Enforce all workplace policies and procedures
Address and report safety concerns in a timely manner
Ensure site presentation is always maintained at the correct standard
Provide for site safety and security; devise and implement site policies and procedures
Conduct any other reasonable tasks in accordance with operational needs as requested by management team
Job Qualifications & Experience :
Minimum Qualifications
5+ years as a Facility Security Officer or related experience industrial security experience
Well versed in the NISPOM and experience interpreting security regulations from multiple DoD components
Experience with e-Qip, NISS/DISS/NBIS, etc.
Excellent written and spoken communication skills
Professional demeanor an attitude
Possess strong interpersonal skills with ability to deal with all levels of personnel both internal and external in a professional and effective manner
Ability to work successfully in both a group setting and independently
Active Top Secret security clearance
NSA COMSEC Account Manager/Custodian Course Completion
Ability to complete Defense Counterintelligence and Security Agency (DCSA) Facility Security Officer (FSO) training within six months of hire, if not already possessed
Excellent analytical and critical thinking skills
Total compensation for this role can vary from $90,000 to $100,000 a year based on the selected individual's education and experience.
