Responsibilities: Source evaluation of rasterized nautical charts, ENC, TOD, digital hydrographic or bathymetric survey data, Notices to Mariners (NtM), topographic maps orthorectified imagery, chart catalogs and a variety of Open Source or government-furnished data sets, and then recommend optimal source/s to be included in each source package. Compiling or updating maritime features and attributes for the SFH DNC/ENC/CPENC/LPC/TOD/DWC/SMENC/AML portfolio on ESRI-based Vector-Cartographic Production System (VCPS) enterprise Geospatial Information System production environment virtual desktop application (VDA) workstations. Compilation will be from a variety of sources such as rasterized nautical charts, ENC, digital hydrographic survey data, NtM, topographic maps, orthorectified imagery, and chart catalogs. Perform a quality control check on DNC/ENC/CPENC/LPC/DWC/TOD/SMENC/AML data against the sources used and identify discrepancies. Document features and attribution that are not in compliance with the sources used or NGA guidance (e.g. DNC Bulletin, ENC Encoding Guide). After the Contractor has made its review and assessment/s, NGA will perform a final approval assessment of the DNC/ENC/CPENC/LPC/DWC/TOD/SMENC/AML. Data conversion between different mapping file formats, including but not limited to VPF, S-57, S-101, ASCII, .bag, .csv, shapefiles, and feature classes in both ArcMap and ArcGIS Pro. Data migration between files, folders, projects, enterprise databases, or webapps/dashboards may also be required. Required Skills: TS/SCI Clearance Required
3 years of demonstrated experience performing cartographic finishing, feature extraction from maps, charts or various imagery sources, attribution population, and related experience. 1-3 years of demonstrated experience performing data editing in ESRI tools, such as ArcMap or ArcGIS Pro. 1-3 years' demonstrated experience performing manual or automated data quality checks. Demonstrated experience creating, editing, and manipulating shapefiles, geodatabases, and features. Demonstrated experience loading raster and vector files for viewing/reviewing multiple overlapping data sets. Demonstrated experience using ESRI Data Review Tools. Desired Skills: Experience using ArcGIS Pro. Knowledge of NGA products and services. Knowledge or experience with maritime navigation, data, products or services. Experience editing or managing data in an ArcGIS Portal environment. Experience working with geospatial data in a multi-user enterprise environment. Experience converting data in multiple formats, especially standard MILSPEC, S-57 and shapefiles. Knowledge of cartographic generalization rules. Experience using imagery for the purposes of nautical chart compilation. Experience combining digital cartography, computer technology, GIS, cartographic and geospatial production techniques, remote sensing, photogrammetry, and digital data formats. Experience geo-referencing maps, charts and various sources. Ability to order, manipulate, and interpret various types of satellite imagery used as a source for feature extraction (coastline, etc.).
