Business Manager Job Category: Finance and Accounting Time Type: Full time Minimum Clearance Required to Start: Top Secret Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Local CACI is seeking an experienced Business Manager to lead cost and schedule for a large, complex, DoD ACAT II program. The Business Manager serves as a member of the PMO, directly reporting to the finance chain of command, and will have overall responsibility for program finance, scheduling, pricing, and Earned Value Management (EVM) reporting requirements. The right candidate has experience leading cost and schedule teams through the complete program lifecycle, from Request for Proposal (RFP) through execution and contract closeout. The Opportunity: The Business Manager is responsible for all aspects of cost and schedule execution, both internal and customer-facing, in support of a single award $1B+ IDIQ with multiple Delivery Orders (DO) of various size, scope, complexity, and contract types. Beyond the customer facing program role, the Business Manager serves as the corporate finance lead with fiduciary responsibility for all internal financial reporting, briefings, and accountability of program data/cost collection in the CACI financial systems, including corporate forecasting. Responsible for internal briefings to various levels of leadership throughout the lifecycle of the program. Day-to-day management of 5+ person team comprised of Program Financial Analysts (PFAs), Program Control Analysts (PCAs), and Schedulers. Responsibilities include maintaining customer relationships with Government counterparts, reporting and briefing CACI executive leadership and customers. Responsibilities: Program Finance: Overall responsibility for program financials including budgets, funding, revenue recognition, project accounting, invoicing, cash collection, other corporate investments, etc.
Must provide oversight and direction to ensure appropriate and compliant cost collection and accounting.
Responsible for annual corporate financial plans, long-range planning (LRP), monthly forecasts, and risks and opportunities.
Responsible for all finance-related program deliverables including Contracts Funds Status Report (CFSR) and Cost & Software Data Reports (CSDR).
Work with team of contracts and subcontracts administrators to review and approve all contracts and modifications. Ensure new contracts are consistent with the RFP and proposal response before execution. Manage subcontract and consulting agreements including all direct funding obligations from the organization. Program Control: Provide earned value management leadership, executing program requirements in compliance with CACI's Earned Value Management System (System). Manage the development of program-specific standards and process instructions for planning, scheduling, baseline control, EVMS, financial controls, subcontract cost integration, and analysis.
Overall responsibility for the Integrated Baseline Review (IBR) major program milestone event(s) and required materials. Responsible for establishing Performance Measurement Baseline(s) (PMB) and monthly delivery of Integrated Performance Management Report (IPMR) Formats for required Delivery Orders.
Manage major-tier subcontractors with flow-down EVM as required.
Facilitate coordination and communication with Program Managers, Integrated Product Team (IPT) Leads, Cost Account Managers (CAM), and other functional staff. Scheduling: Provide schedule management expertise and leadership in an Agile setting for the design and development of DoD next generation system with Earned Value Management (EVM) requirements.
Facilitate schedule inputs into Microsoft Project, ensure horizontal and vertical integration, resolve network logic and critical path conflicts, generate milestone charts and presentations, perform schedule risk assessment (SRAs), facilitate monthly EVM Business Rhythm activities, collect status and forecast start and finish updates, implement internal data quality and validation measures, execute DCMA 14-point and EV Compliance Metrics (DECM) checks, conduct schedule variance analysis, and instill appropriate change management and control.
Collaborate directly with the Program Control and Finance team and interface with multiple project management personnel to facilitate effective and efficient EIA-748 caliber EVM Cost and Schedule Data Integration, Validation, and Analytics. Create and maintain IMS and Integrated Master Plan (IMP) based on Contract Work Breakdown Structure (CWBS) by working with Control Account Managers (CAM) and technical leads to determine their critical tasks, identify contractual milestones, associate interdependencies across the program, and integrate large subcontractor partners.
Must be able to provide analysis, earned value, and other formal and informal training to stakeholders.
Develop achievable, resource loaded master schedule critical path for project, program, and contractual milestones within Microsoft Project (MSP).
Advise EV/Project Control analysts and Control Account Managers (CAM) in detailed project planning and scope development for engineering and infrastructure projects. Conduct and facilitate weekly IMS reviews with program team. Bid, Proposal, and Pricing: Responsible for pricing activities related to Requests for Proposal (RFP) and Engineering Change Proposals (ECP) that will occur throughout the life of the program.
Support standup of manufacturing operations including managing return on investment (ROI), negotiating Fixed Unit Price (FUP) pricing, and managing/understanding overall cost of goods sold (COGS). Qualifications: Ability to obtain and maintain a TS/SCI Clearance; minimum of Top Secret
Bachelor's degree in a business, finance, or quantitative related discipline is highly desired.
Eight (8) years of work experience in program finance-related roles, ideally supporting government contracts.
Experience leading or supporting EVMS deliverables and requirements.
Eight (8) years of work experience with scheduling
Experience with overall program control responsibility of Cost Reimbursable and Firm Fixed Price contracting efforts, including cost & schedule risk management & mitigation.
Must be able to lead and manage a team; setting and shifting priorities in a dynamic environment in order to meet internal & external deadlines.
Working knowledge of Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and FAR/DFARS standard clauses.
Must be able to analyze plans, forecasts, actual costs, variances and communicate trends to leadership. Proficient in Microsoft Excel and be able to build reports and charts for various internal and external requirements.
Must have excellent verbal/written communication skills and effective interpersonal skills in order to build relationships with leadership, program managers, customers, and functional counterparts. Desired Qualifications Current TS/SCI security clearance.
Experience supporting ACAT level DoD contracts
Familiarity with OSD CADE CSDR Reporting
Experience supporting both development & manufacturing delivery types
Familiarity with Deltek Cobra, Costpoint, Cognos, Microsoft Project
