Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world. We are seeking a highly skilled and experienced Electrical Engineer to join our team in Kigali, Rwanda
As an Electrical Engineer, you will provide a full range of critical engineering and construction quality assurance, management, and technical oversight for the Kigali Energy Project. This role ensures all electrical work is compliant with contract requirements and meets quality and safety standards. Contract Duration: 12 months (50 hours per week, with potential overtime of up to 10 hours per week) Duties and Responsibilities: • Perform technical inspections of electrical work, ensuring contractor adherence to design documents. • Review and evaluate engineering shop drawings to ensure compliance with design parameters. • Monitor contractor's quality control program and oversee corrective actions. • Conduct quality assurance tasks such as reviewing materials, submittals, and resolving project conflicts. • Oversee contractor's adherence to safety protocols and construction regulations, such as EM 385-1-1 and OSHA. • Monitor project progress against the schedule, preparing weekly progress reports. • Conduct technical inspections, with emphasis on high and low voltage systems, telephone, and fire alarm systems. • Coordinate development of Independent Government Estimates (IGEs) for modifications and change orders. • Ensure that construction elements are installed, formed, and executed according to approved designs. • Attend meetings and prepare monthly progress reports summarizing project status, with a focus on electrical engineering. General Requirements: • Bachelor's degree in Electrical Engineering (required). • Minimum of 7 years of experience on construction projects of similar scope. • Must be a US National and must possess or must be able to obtain Final Secret, Interim Top Secret, or Final Top Secret security clearance at the time of application • Professional Engineering (PE) license preferred. • Overseas construction experience is preferred. • Experience with solar power systems and high/low voltage systems is highly desirable. • Strong knowledge of International Codes and construction safety regulations (EM 385-1-1, OSHA) • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) • Familiarity with design and construction drawings and the ability to interpret them accurately. • Experience with LED lighting system replacements. • Expertise in solar photovoltaic systems, including the design and installation of solar parking canopies. • Experience with improving existing solar photovoltaic systems, including inverter replacement.
