Job Summary: Raytheon's Naval Power RSS Group is seeking a Program Cost Control Analyst for the development portfolio. Interested candidates will gain leadership experience in program control and earned value and will be responsible for tracking, analyzing and cost controls associated with programs in the development phase. In this role, you will have opportunities to work independently as well as collaborate with key functional stakeholders including Program Management and Engineering. This position requires a Top-Secret Clearance and willingness to work full time onsite in Dallas, TX. Responsibilities to Anticipate: Develop program financial artifacts including development of time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting, cost accounting and ongoing overseeing of cost and schedule integration.
Oversee financials for multiple programs in a portfolio area.
Development of quarterly EACs; analysis/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
Assist with/make recommendations for organization of Work Breakdown Structures (WBS) and job cost accumulation.
Assist directorate with staff planning, forecasting, and reporting.
Accounting data extraction and reconciliation.
Develop and present briefing of program financial status to customer.
Support to the Engineering Change Proposal (ECP) lead with estimation activities.
Support supply-chain management in financial controls of subcontracts and material procurement forecasting.
Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
Provide internal FP&A support for programs/portfolio; assist with forecasting, reporting and adhoc requests. Facilitate weekly Short Range Outlook reviews, and support AOP/ Long Range Planning development.
Actively train and mentor a cross functional team about finance best practices.
Facilitate invoicing and cash collection from customers by acting as interface with DCAA for approvals.
Act as focal point for DCMA and customer finance representatives to include earned value SMEs and Budget and Funding SMEs.
Qualifications You Must Have: Typically requires: A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years' experience.
Experience working with advanced Excel proficiency, including Lookup/Index/Sum functions and pivot tables.
Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
US Citizenship with a Top-Secret Security clearance.
Qualifications We Value: Experience with APEX EV; knowledgeable in working with SAP reporting.
Experience or exposure to performing cost control and analysis functions in a U.S. Government, multi-CLIN contracting environment.
Experience with MPM and/or EVMS For Project.

Possess good oral and written communication skills.

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
