Summary: The Contract Manager is responsible for managing and overseeing the completion and acquisition deliverables of a pending Government Contract. This role serves as the lead administrator for a contracted effort within an ACAT I program, coordinating across multiple teams. The Contract Manager drives technical direction and management for various programs related to aircraft systems, and systems integration. The position encompasses administrative responsibilities such as budgeting, deliverables tracking, acquisition management, and compliance to ensure program success. Additionally, the Contract Manager ensures quality assurance, completion of cross-functional projects, and alignment with fiscal and legal requirements. Building and maintaining strong relationships with Government officials and operational personnel is a critical aspect of the role, achieved by implementing contracting management strategies and effective prioritization. Key Duties: Acts as the primary interface and point of contact with Program Manager, F-35 JPO Government program authorities and representatives for fiscal and financial program/project issues.
Provides regular briefings to senior leadership regarding program status, milestones, and deliverables.
Manages contract budgets, Contract Line-Item Numbers (CLINs), and overall resources to ensure financial accountability and program efficiency.
Demonstrates the impact of effective program management in driving scalability, planning, prioritization, and delivery across recurring initiatives.
Provides strategic direction for Major Defense Acquisition Programs (MDAP) and implements quality controls in alignment with the DoD Instruction 5000 series.
Collaborates with diverse teams, offering guidance, direction, and supervision across all contract areas, including program management systems, engineering, major system acquisitions, and fiscal management.
Works directly with Program Manager to prioritize efforts and foster collaboration for seamless contract execution. Minimum Qualifications: Bachelor's Degree in Business or a related field, with at least four (4) years of relevant experience or 10 years of experience in lieu of degree.
Minimum of five (5) years in Defense Acquisitions Management.
Four (3) years managing a Major Defense Acquisition Program (MDAP).
Three (3) years of Acquisition Life Cycle Management in a DoD setting.
DAWIA Certification
Active Secret clearance with ability to obtain a Top-Secret clearance is required. Preferred Skills: Familiarity with F-35 JPO and program operations.
Previous government contracting experience in an aviation support program.
Strong interpersonal and communication skills for fostering relationships with stakeholders and government representatives.
Expertise in DoD acquisition processes and compliance frameworks, particularly within the DoDI 5000 series.
Advanced problem-solving and decision-making skills in high-stakes program environments.
